Voltaire, prior to revelation of his name known as "the white immortal", "Colonel Sanders", "Illuminated", "The One Who Can't Be Dimmed", and various other references to his overlit first appearance[1], is an immortal who seems to actively oppose Pandora Chaos Raven.[2]
Ragnarok[]
Ragnarok[3] was an immortal who took the form of a dragon. He lived over a thousand years without resetting. He cursed humans to make them werewolves[4] in order to force the immortals to change their law[3] (which Voltaire later convinced them to do). Pandora attacked him and wounded him enough to convince the other immortals present that he wasn't invincible, and they ganged up and killed Ragnarok.[5][3] Voltaire later reveals to Mist that he once was Ragnarok.[6]
Motives[]
Voltaire believes that immortals have "restricted [them]selves into impotence" with the restriction to guiding and empowering.[7] It is revealed in the fifth part of Sister 3 that Voltaire had intended to traumatize Tedd, whom he calls "the Seer", by killing Elliot.[8]
He wanted two things to change: first, that there should be magic reset making people defenseless, and that immortal law needs to be changed.[9]
Plan A, Part 1[]
Voltaire claimed credit for "efforts with Dexter".[10] While his record about telling truth is not exactly stellar, it matches our other information and there doesn't seem to be anything he could gain from claiming credit without doing it.
The "effort with Dexter" is referring to at least "empowering and guiding"[11] Dex to summon the fire "people" and Taurcanis Draco[12] and trying to kill Elliot and/or Noah with them.[13][14] Presumably he is also source of the pendant (which bears the image of a pithos,[11] suggesting he tried to blame Pandora for it). He might've also marked Dex, or it could've been Pandora and he just used the opportunity.
Plan A, Part 2[]
The second strategy he tried consisted of misguiding Dame Tara while she searched for Andrea[1] making her so angry she attacked Elliot (in the form of Cheerleadra) when she found him[2] When Ashley managed to stop Tara[15], he appeared in public trying to keep her attacking by accusing Ashley of lying.[16] This backfired: Tara was only believing him because Ancients on her half of universe never lied, but they also spoke in riddles, which he stopped doing in this hasty attempt.[17]
While Tara tried to sort out her confusion, Helena appeared and directly showed how Immortals can lie without any problems.[18] Tara apologized to Elliot and intimidated Voltaire into leaving.[19] In his parting words, Voltaire addressed Elliot as Elliot Dunkel,[20] therefore "unmasking" Cheerleadra before a big audience which had gathered (although not everyone believed him).[21]
Plan CM[]
After the griffins left, Voltaire commented that his plan A failed and that he needed to try plan CM (as in complicated mess).[22] This plan involved informing Sirleck (through Abner, the magic-savvy private investigator) that Helena and Demetrius no longer watch Elliot full-time.[23] He also lied to Sirleck that Adrian Raven is Helena and Demetrius's child,[24] which made Sirleck prepare a big vampire attack at Moperville Mall.[25] While Voltaire was unaware of the number specifically, it involved six vampires,[26] which almost wasn't enough but one of them managed to shoot at Adrian.[27] As Voltaire predicted, Pandora Raven reacted by breaking immortal law - in fact, her reaction was probably even bigger than Voltaire expected.[28]
Plan A Conclusion[]
Even after he considered Plan A as having failed earlier[22], he commented that Tedd was successfully traumatized even without killing Elliot and counted it as "still plan A". He regrets that he could've actually befriended Tedd and informed him about Magic's impending change instead of traumatizing him.[29]
Unfortunately for him, his plan to hide magic by system change failed: After a visit from Pandora,[30] Tedd felt much better and successfully convinced Magic that big change is not needed.[31] However, he should be glad Tedd did; as instead of only a few seers existing as he expected, the true number was around a thousand,[32] meaning after a major magic change magic would probably go public even faster than with a minor change.
Note: Voltaire could have gotten rid of the threat Tedd posed much more safely if he had just sabotaged his eligibility by telling him about the second purpose of seers.[33] It's quite likely he wasn't aware of this option.[34][35]
Plan CM Conclusion[]
Voltaire plan's succeeded as he managed to force a Magic change, though not as big as he expected.[9] Shortly after the change, he was seen delivering a telepathic speech to all of the immortal species (apart from any who were in the process of resetting, like Pandora) to convince them to change Immortal Law as to make them return to a demigod status.[36]
Apparently, the speech succeeded and the Immortal Law changed.[37] Although, it is possible Voltaire didn't get exactly what he wanted, considering there are still some, albeit different, limits in the new law.[38]
New Plans[]
It is unknown what Voltaire's current plans are specifically. However, we find out that he murdered the "ruler of a major company" that Saou, Potestas, and Mist were going to use the Magic-Taking Staff on.[39][40] When Mist arrived, Voltaire was already cleaning blood off of his claws from the murder. His attitude implies that his murder of the man was simply due to being offended at the man's opulence, and not part of any plan. However, that could also easily be just misdirecting Mist. Voltaire had Mist restrained,[41] informed him that he was once Ragnarok, and informed Mist that he felt the best punishment for the three of them was helping them succeed in making Saou king.[6][42]
