Arthur J. Arthur is the former and current head of the Moperville local FBI branch of paranormal investigators.[1] He is also a renowned author, and presents himself to the general public as a skeptic and former consultant to the FBI as part of his strategy to keep the paranormal secret. He preceded Mr. Verres in the position, and came out of retirement to succeed him. Tedd has met him when he was younger. He is not opposed to revealing the existence of magic if it is unavoidable that it would be revealed eventually, but is intent on keeping the accessibility of magic secret. He also chose to allow local police and teenagers to fight a dragon rather than reveal that the Federal government has magic users.[2] As said by Jerry, he is more concerned with keeping secrets than helping people.[3]
History[]
Arthur replaced Edward Verres as head of the FBI branch of paranormal investigators.[1] After the fire monster attack Arthur told Sybil that they had to adapt or die.[5] Arthur was interviewed for TV later that day[6][1] during the interview he said that the incident was real.[7] He left the interview much earlier than the interviewer expected.[8]
Arthur knew about the possibility of magic change and hoped that it would solve the problem of public magic incidents, as he pointed out to assistant director Leifeld.[9] However, when Sybil proposed staging an incident to hasten the change he rejected it because the will of magic is a power beyond their comprehension.[10]
As a Seer who knows magic, he was called in with Tedd (who was in a female form) and Van for determining the severity of the magic change.[4][11] He originally proposed severe magic change hoping it will help in keeping it secret, just like in past.[12] When he learned that there are around thousand of seers who would be informed about magic change[13] he immediately changed his mind and he was horrified finding out that seers are chosen genetically.[14] When Tedd mentioned that she was already researching magic with the intention of making it safer, Arthur offered to provide her with a lab.[15]
When Arthur returned to the waking world he ordered PTTAOLUTASF to evacuate[16] because he was worried about reactivated artifacts.[17] When the alarm of PTTAOLUTASF went off[18] Arthur personally went there and captured Ellen, Elliot and Ashley with a sleep spell.[19]
He took them to an interrogation room[20] to talk about Magus, the Dewitchery diamond and Ashley's magic. He told them that the evaporating shards of the Dewitchery diamond activated the artifacts, gave Ellen her new spell and made Ashley a wizard.[21] He told them that he made Kevin[22][23] and instructed Ashley to train with Kevin and Tedd.[24] Then he told them that the core of the Dewitchery diamond is a scale from a large animal.[25] Ellen and Ashley were happy that they have "dragon powers", which annoyed Arthur as dragons are not real as far as he knows.[26] Before he sent them home he gave them a few minutes for Ashley to cry. When Sybil asked what they should do about Magus, Arthur said that he made a young woman cry and Sybil offered to let Arthur speak with Abraham.[27]
Arthur, Tedd and Tedd's father Edward Verres then had a meeting about Tedd's planned lab, which will be part of Moperville University. During the meeting Edward was called away.[28] When Arthur and Tedd were alone, Arthur praised Edward's ability as a diplomat and Tedd muttered "Oh, the irony". Arthur realized that Tedd had been nervous about had been nervous about the possibility of Arthur mentioning in front of Edward that he had seen Tedd in a female form.[29] Tedd told Arthur that his father had disapproved of him transforming and that he couldn't explain why he needs to transform.[30] Arthur suggested that Edward is confused because he doesn't understand why Tedd transforms and that Tedd should talk about it with his father.[31] Tedd said that he couldn't talk about it with his father and Arthur offered to do it in his stead but Tedd turned down the offer. Tedd thanked Arthur for being understanding and Arthur told him that he doesn't understand gender identities.[32] He explained that he takes pride in accepting differences that he doesn't understand because he sees it as what America should be all about.[33] Then Tedd mentioned that he had heard that Arthur describes himself as a monster and Arthur confirmed it[34] and elaborated on why he sees magic secrecy it a necessary evil.[35] He said that it is necessary to remember that necessary evil is still evil since one needs to look for alternatives and that Tedd can make secrecy unnecessary.[36]
Arthur decided to try to develop means of mass resistance to magic with Dr. Germahn[37] and asked him to analyze Tedd's notes.[38]
He was worried when he learned that agent Knight was injured by a backfiring magic wand because magic had changed so that the agents' wands were now unsafe.[39] He called Agent Wolf, who had two expert magic users (Adrian Raven and Abraham) with him on his mission to find Magus, and discussed how the wands were unsafe because their spells were too unpredictable. He instructed Wolf to continue tracking Magus but try to avoid fights.[40][41] Then Dr. Germahn reported that Tedd had invented a glove of wand-making that makes it possible to precisely program spells[38] but complained that its documentation was too sloppy.[42] Arthur decided to use Tedd's invention to make safer spells to incapacitate criminals without telling him that he was going to use it for weapons.[43] Thus he asked Tedd for improved notes about the glove[44] and told him how valuable the invention is.[45]
When Arthur read Edward Verres's report about how Elliot and Grace saved him from a mind-controlled griffin, Arthur decided to recruit Elliot and Grace.[46]
Later Edward reported to Arthur that the immortals may have changed their law, and also that Tedd's friend Susan is smart and responsible and that an immortal has vowed to be her ally,[47] Arthur read Susan's file as he planned to recruit her.[48] He also arranged for Moperville University to hire Susan's employer, Mr. Tensaided,[49] as the owner of he university had pestered him to recruit teachers since he arranged for the university to hire Raven.[50]
Appearance[]
The first drawings of Arthur were intended as being for a different character, but Dan liked the design and wanted to use it for this character as opposed to Sirleck's host. Arthur's character originally had longer hair, which Dan felt made him look too similar to Sirleck's host, so Dan edited the comic to give Arthur shorter hair.
Outlook[]
Arthur has a reputation for caring more about magic secrecy than people[3][51] since he values the needs of the many over the few to a somewhat frightening degree.[52] He sees himself as a monster in service of the greater good.[52][34] Dan has mentioned that it's easier for him to do that when he distances himself from the few, however.[53] He is also willing to make sacrifices in the short term for what he expects to be a better long term. He's also got a bit of nationalism to him in that he's proud to be an American and a lot of what he's willing to do is to protect the freedom of (most) of its people.[54][33] He votes for liberal politicians despite disliking them because he is in favor of accepting certain groups of people despite not understanding them.[55]

He supports Tedd as scientist and decided to fund her lab ... although commenting she has best qualification - being seer, not a foreign child and not old man dragged out of retirement.[56]
Initially having met Tedd as a woman, he consistently uses she/her pronouns, despite having previously known of Tedd as Edward Verres's son.
Sybil[]
Sybil is his secretary. She seems inordinately attached to him for an employee, and it is known that he has a daughter.
Kevin[]
Kevin the magic wand was created by him.[22] He let Ashley train with Kevin since he felt a responsibility to him.[23]
Adrian Raven[]
Arthur once tried to deport Adrian Raven to Russia for entering the country using falsified information about his age.[57]
Jay[]
Arthur is the grandfather of Jay, who has referred to him as "The Devil" on at least one occasion.[58] She doesn't like him, to the point that a villain in the unicorn's shared dream was based on him[59] and yet she cares enough about him that she became angry when he disappeared from the dream, though she denied it.[60]
